Çalışma, Niğde’deki imar uygulamalarından kaynaklanan çarpıklıklar ele alınarak, bunların kentin tarihi silueti ve kimliği üzerinde yarattığı kayıpları incelemektedir. Çalışma yöntemi; şehircilik, kentsel koruma ile yenileme alanının ilke ve usullerine aykırı gelişen son dönemin imar uygulamalarına yönelik saha gözlemlerine dayanmaktadır. İç Anadolu Bölgesi’nin güneyinde yer alan Niğde, yolların da tarih boyu kesiştiği jeo-stratejik öneme haiz bir ilimizdir. Aynı zamanda bölgesinde unutulmuş bir tarihi kenttir. 2000 yılı sonrası kentsel dönüşüm ve gelişim süreci ile birlikte tarihi-kültürel çevreyi koruma sorunları çalışmanın da konusu olarak seçilmiştir. Bu son süreçte tarihi kent, kentsel gelişim dinamikleri ile kimlik kaybı yaşayarak hızlı bir değişime uğramıştır. Niğde’de zamanla yüksek katlı yapılaşma belirgin hale gelmiştir. Son 17-yıllık dönemde Belediye’nin kararlarıyla inşaat ve sanayi sektörlerinin etkisi altında Niğde’de tek yönlü, geçici ve geçmişe nazaran ani gelişen, kentsel arsa getirisi odaklı hareketli bir dönem yaşanmıştır. Kentsel kimlik kaybı, nazım imar planı yokluğunda daha da belirgin bir hal almıştır. Kale ve sınırlı bir çevreyi kapsayan eski koruma amaçlı imar planı halen yenilenememiştir. Tarihi siluet artık gözden kaybolmuştur. Bu dönemin sonunda şehir merkezindeki araç çokluğu ve trafik yoğunluğu ise ayrıca dikkat çekicidir. Diğer yandan mevcut durumda yolların dengesiz kullanımı ve bazı caddelerin işlevsizleştiği de görülmektedir. Son 39 yıldır, kale çevresindeki tarihi sivil mimari örneklerine komşu parseller imar tadilatlarıyla apartmanlaşırken, tarihi tescilli evlerin mülkiyet ve imar haklarındaki bariz kayıplarsa görmemezlikten gelinmiştir. Çalışma, Niğde'nin yeniden yapılanmasındaki çarpıklıkları ortaya koyarken, mülkiyet ve imar haklarının aktarımı olarak adlandırılan imar uygulama ve geliştirme aracıyla alternatif düzenlemeler de önermektedir.

The distortions arising from the urban development appllications in the city of Niğde are examined and their losses on the urban skyline and urban identity are examined. The study method; it is based on the observations of the recent period that developed contrary to the principles and procedures of urbanism, urban conservation and renewal. Located in the South of Central Anatolia Region, Niğde is a geo-strategic city with a long history at the intersection of roads. Hovewer Niğde is forgotten a historical city in the region. The conservation problems of the historical-cultural environment are the subject of study during urban transportation and development applications period after 2000 year in the Central District of Niğde. Also, the conservation conflicts (like the loss of urban identity) has emphasized in the historical-cultural-natural environments with these development applications. The historic city has undergone a major change with the announced new urban transformation areas. In Niğde, the high-rise construction has become apparent over time. With the increasing return of investment in the urban land and the ongoing decisions of the municipality, the urban economy had been experienced a temporary of development under the influence of the construction industry for last 17-years. The loss of urban identity has become apparent in the absence of a master plan. The old conservation aimed development plan covering the castle and a limited environment has not been renewed yet. At the end of this period, when the historical silhouette is now disappearing, the number of vehicles and traffic density in the city center is also remarkable. On the other hand, the unbalanced use of roads and some streets are seen to be dysfunctional. In the last 39 years, while the parcels adjacent to the historical civil architecture examples around the castle become apartment buildings with renovations, the obvious losses in property and development rights of historic registered houses are ignored. While the study reveals the distortions in the reconstruction of Niğde, it proposes alternative arrangements and new regulations with a new development application tool named as the transfer of property and development rights.
